Title : RESOLUTIONS FOR JMB AGM 2010

I as the owner of unit 17-19-8 Serina Bay Apartment would like to propose the below said resolutions to be discussed and voted for during the upcoming annual general meeting of JMB of Serina Bay.
My resolutions are as below:
1.    All the current members of JMB to resign from their current post due to their failure in performing their responsibility as stated in the Act 663. These members should also be prohibited from competing in the coming election.
2.    New committee members should be elected in the meeting. All members standing for the post should be introduced at least by informing their educational background with information of their current job before the voting process is carried out.
3.    New post on top of current existing post should be introduced. The posts are namely deputy president and portfolio allocation for the committee members such as committee member to be in-charge of security, cleanliness and amenities. 
4.    The newly elected committee should hold at least a quarterly meeting with the residents to update issues and matters arising.
5.    A standard procurement policy should be put in place which paves way to form tender committee to evaluate and approve all procurement processes. Competency, Accountability & Transparency should be the basis for the policy formulation.
6.    Robert Bench service as the property manager should be terminated due to their poor performance. New property management company should be hired if it is deemed necessary thru open tender process.
7.    Sub-committee to be formed to organise social activities such as motivational talks, sports activity in view of increasing the mutual understating among the residence.

Re: Inferior Property Management Handling at Serina Bay

The above matter refers.

We wish to express our frustration namely on the poor security services. The list is long but the most prickly issue is when our rightful car park is occupied by intruders. It’s irony that when you have all the tools – smart card / gate barrier / security guard / designated marked car park bay / clamp machine / on-site building supervisors (2 in fact) yet disconcerting situations like haphazard parking inside Serina Bay Driveway, owner’s car park lot occupied by others and MIA (Missing – In – Action) Security Guards at the main guard post resulting in the often artificial congestion on the main entrance along Hilir Sg Pinang, especially when visitors, who have enjoyed easy access, check in without the valid Touch ‘N Go access card but the Security Guard is missing.

It is regrettable that your Establishment, the better Registered Property Manager could allow 3rd party contractors to disrepute your proven reputation. This is not an isolated high-rise project as Robert Bench is well known in engaging sloppy Security Firms to manage its many guarded properties, Serina Bay inclusive. Maybe as the principal, you could consider partnering a reliable Security Firm, with a controlling stake, to complete your delivery service for the benefit of all concern.

(2) Statement of Facts
 “No Access Card, No Entry” and yet with a wave of hand, more often than not, the Security Guard allows “outside” cars to enter, hence the often haphazard parking inside Serina Bay. It makes a mockery of your Circular / Notice.
 Where are the Security Guards? There’s a notice that visitors are to register with the Security Guards before entering the premise but the Security Guard Post is more often than not EMPTY. Besides when seen, the Security Guards are so tardy, old and very, very, very unfriendly just lazing around, group among themselves or watch TV at the nearby Mamak Joints. At times we could also find non-uniformed Security Guards at the Main Entrance / Exit Guard Post.
 What is the point of “selling” the Touch ‘N Go card to owner with valid car park lot when others can easily occupy the owner’s car park lot as experienced by me on 24-04-2010 at about 10:00 a.m.? It’s truly frustrating. The car park lot rightfully belongs to us and yet we have to spend like displaying our vehicle registration number to ensure there’s no obstruction.
 People using the swimming pool need not register with the Security Guard and therefore we have a situation that the swimming pool is free-for-all including residents from the nearby low-cost flats.
 Motorcycles inside the multi-level car park. Although there appears to be some valid motorcycle parking lots inside the multi-level car park but apparently they were not utilized, instead cars were seen parking on the motorcycle parking lots. Some motorcycles in the multi-level car park are suspected dump. Why is it so?
 The “No Parking Motorcycle” at Blok 17 is a farce as so many motorcycles are parked on the walkway. Beyond Blok 17, it is also observed that motorcycles are parked in haphazard manner almost everywhere, how do you plan to address this disconcerting situation? Do not put up signage unless you intend to enforce the ruling.
 RWDP (rain water down pipe) between P6-18 and P6-19 is broken resulting in heavy water fall during downpour but there’s no remedial action, why?
 Internal access driveway from the multi-storey car park to the exit flooded when rains probably due to poor drainage or choked drainage, where’s the containment action?
 Main security guard house at the Entrance / Exit is in bad shape with a big hole on the floor board and no proper housekeeping, an eyesore indeed, what are you going to do about it?
 Why are the many car park lots inside the multi-storey car park, which may still be owned by the Developer / JMB and not successfully sold to owners are let out to generate income for Serina Bay Account? It is obvious that many resort to parking on the public access road thus contributing to the congestion especially at night. Maybe information is not effectively communicated to residents as in the case of the big notice board in Blok 18, which is EMPTY.
